Oh boy, need help here...

Okay, so I am refining my Winter Orb deck and I have decided I need some bounce. I need it to be able to bounce a permanent, not just a creature; and, it needs to be able to target my perms, or theirs...

My question is two-fold. First, when Snapcaster Mage targets Capsize as its flashback target, can I still pay the buyback cost?

Next, if not (which is what I suspect) then what bounce card should I use? Take a look at the deck here:

Snap or Snapback would both work well with the lock down, but the ability to return a Tangle Wire to my hand is very important to me.

Yes. Buyback is an additional cost. When you cast a spell for its flashback cost, you may still pay optional additional costs, and you must still pay mandatory additional costs.

What you can't do is pay other alternate costs, such as overload, because you've already chosen flashback as your alternate cost.

But would Capsize still be exiled as a part of the flashback cost? Or would buyback let it go to my hand rather than exile?

No. You can pay Capsize's Buyback cost as you flash it back with Snapcaster Mage, but it will still be exiled. To be more specific, Flashback sets up a replacement effect- "If the flashback cost was paid, exile this card instead of putting it anywhere else any time it would leave the stack." Buyback also sets up a replacement effect- If the buyback cost was paid, put this spell into its owners hand instead of into that players graveyard as it resolves. You can apply these replacement effects in either order, but if you apply Flashback's effect first, the spell is exiled and does not return to your hand, and if you apply Buyback's effect first, Flashback's effect sees that the spell is moving to another zone and exiles it.

As for which bounce spell to use: this isn't a rules question, but I'll answer it anyway. You've already mentioned Capsize, but a Gatherer search turns up AEther Tradewinds, Boomerang, Echoing Truth, Into the Roil, Hoodwink, Hurkyl's Recall, Repeal, and Steel Sabotage.

Ah, yeah I forgot about that part. Good catch.

I didn't think about it because the question was asking whether you could pay the buyback cost, not whether you would actually return the card.

As for kicker, yes. Kicker is an additional cost.

Good point. It was a poorly asked question. My bad. Thank you for the help guys. I am going to go with Cryptic Command. It's an amazing card anyway and I am mono blue so no worries there. Plus Cryptic Command + Snapcaster Mage is seriously getting me excited... sexually... :-)
