Since Notion Thief's ability is a replacement one, it will not stack. A replacement effect cannot modify the same event more than once. Here is the Gatherer rule from Plagiarize
(which is essentially the same card):
10/4/2004: If you target yourself, this spell has no useful effect. It will not cause an infinite loop since a replacement effect can't modify the same event more than once. This effect will not modify the draw that it has you perform.
