Nekusar, the Mind Razer and drawing multiple cards at once.

While I am aware that Nekusar, the Mind Razer will trigger for each card drawn, will the damage be applied during each instance as the spell resolves or after players have finished drawing cards?

For example, I have Nekusar on the battlefield and approximately 25-30 cards left in my library. My opponent is at 19 life and has 36 cards in his hand. I cast Whispering Madness, causing each of us to discard or hand and draw 36 cards.

Would the damage be applied first, causing my opponent to reach 0 life before all 36 cards have been drawn? Or will I lose the game for attempting to draw 36 cards when I don't have that many left in my library? Will the game end in a draw? Also, if Ulamog, the Infinite Gyre is discarded as a result of Whispering Madness, do I shuffle it and my graveyard into my library before drawing the 36 cards?

Triggered abilities can be triggered at any time, but they wait to go on the stack until the next time a player would receive priority. No player receives priority during the resolution of a spell, so you would discard your hand, draw 36 cards, and then you would lose as a state bases action for trying to draw from an empty library. If you had enough cards to draw, all abilities that triggered during the resolution of Whispering Madness would go on the stack and since you controlled them you could stack the Ulamog and Nekusar triggers in any way you wished.
