necrotic ooze question

This is regarding the Grand Architect + Pili-Pala combo. If both cards are in the graveyard, can I activate Architect's second ability with Necrotic Ooze, then use the mana to active Pili's ability with Ooze? Do I need Ashnod's Transmogrant or a similar card for this to work?
you would need some way of making Necrotic Ooze blue. so Ashnod's Transmogrant would indeed be one method since you could make the ooze an artifact permanently, and then be able to use the architect's first activated ability to make the ooze blue.

In order for Necrotic Ooze to be tapped for the mana ability it must be a blue creature. There are a number of ways to do this, but it must be true for it to satisfy the cost requirement.
