Can Necrotic Ooze activate Balthor the Defiled 's ability if Balthor is in the yard?

Yes it can. Whenever a card mentions itself in its text, it is simply referring to {this card}. If you activate it via the Ooze, the ability will just replace {this card} with Necrotic Ooze , since that is the card from which the ability is being activated.
