"Must attack" with propaganda effects in multiplayer?

Say I have a Fumiko the Lowblood and Ghostly Prison in a 3 player game.

Someone told me that they could just choose me as their attack target and then refuse to pay, negating Fumiko's ability.

Is that true? If so I built this deck for nothing :(

No, that's not how it works in this situation.

Part of the way the game determines whether or not a set of declared attackers is legal is how many different requirements and restrictions the creatures are being affected by. A player has to fulfill as many requirements as possible without violating any restrictions.

If the 3rd player in the game doesn't have any restrictions like Ghostly Prison, Crawlspace etc. affecting the way creatures are allowed to attack them, then the only way for your opponent to maximize the number of requirements being fulfilled in this example is to send everybody over to attack the 3rd player.

Your opponent would be correct if this was just a 2-player game (if they don't pay the cost from Ghostly Prison then the creatures aren't "able" to attack), but the 3rd player means they have to make a different choice.
