Mudslide interaction with other "don't untap" permenants

If Mudslide is in play along with another permenant that prevents creatures from untapping (e.g. Meekstone, can my opponent use the "pay 2 to untap a creature without flying" to get around the doesn't untap aspect of the Meekstone (assume the creature was big enough that it would not have untapped)?

Yes, they may. Meekstone and other such effects only prevent creatures from untapping in the turn-based action of the untap step at the beginning of the turn. They don't prevent creatures from untapping in other ways.

Yes, you can. You can use basically any untapping effect to get around the restriction of Meekstone. From the simple Twiddle to the card with most disproportionate art Mudslide.

Thanks guys, that's what I thought and feared. Mudslide seems a bit double edged when wanting to have a deck with a doesn't untap soft-lock component to it.
