Mogis, God of Slaughter and Goblinslide

If i have out Goblinslide and cast a Mogis with not enough devotion to make him a "creature" can i tap the one and create a token? How does the ruling on that work? It is still a creature card but does not become a creature without the devotion. It seems like i have read something about this or asked something similar to this and was given as answer that yes it is a creature card but i cannot remember exactly the answer i was given. Thanks in advance.

Gods are always creature spells on the stack.

They're only ever -not- a creature while ON the battlefield while you don't have enough devotion.

It will be a creature spell whether you have enough devotion for it to be a creature or not, and won't be able to be Goblinslid.
