Mizzix triggers (cmc vs. amount spent on the spell)

Trying to keep it short as how I understand Mizzix's ability:

If you cast and spell which has a cmc higher than Mizzix'x exp counters, you trigger the first ability (before the spell resolves). This will happen even if Mizzx's second ability brings the total amount of mana you have to pay below the number of exp counters. The same thing applies to an X spell: you declare how much mana you are pumping into the spell, including the discount, and then the game checks that total to see if the first ability will trigger.

Ex: if you have 4 exp counters and fire off a Fireball for x=5, you get the discount of 4, only need to spend two mana, and get an additional exp counter. If you cast a Prophetic Bolt instead, you will still only spend two mana and get an additional exp counter.

You're correct. When casting a spell, you first determine the value for X, then pay all costs. Those costs are reduced by the number of counters on Mizzix. When the spell is finally cast, the triggered ability triggers and will place another experience counter on Mizzix if the CMC of the spell is higher than the amont of experience counters already on it. X counts towards the CMC for spells on the stack.
