Miracles on your opp's turn

Would I be able to play a miracle card for its miracle cost during my opponents turn if I have Leyline of Anticipation or Vedalken Orrery if I have something that lets me draw during their turn? (ex: Rhystic Study)

Yes, and you don't have to use something like Leyline of Anticipation or Vedalken Orrery to make it happen. All you have to do is draw a card.

Under normal circumstances, the rules of the game just give you permission to cast a sorcery during a main phase on your turn when the stack is empty. However, the Miracle ability gives you special permission to cast the spell when you draw it as your first draw of the current turn, whenever that may be. This was part of why Sensei's Divining Top was such a key part of the Legacy Miracles deck before it got banned. It could arrange the top cards and let you draw a card during your opponent's turn.
