May I use Regenerate at any time?

Let's say I have Uktabi Wildcats and Drudge Skeletons on the field. Is there anything from stopping me using Regenerate during Upkeep?

Also how about anything stopping me from using Regenerate several times in a row? And if it can do it several times, will it regenerate several times in that turn if it is constantly destroyed?

Neither regeneration nor the abilities of either card you mentioned have a limit on the number of times they can be used per turn. You can activate either ability at any time as long as you have priority. It's worth noting, however, that you can't use them in response to combat damage; if you want to create a regeneration shield to save your creature from dying to combat damage, you need to create that shield by the end of the declare blockers step.

If a permanent has multiple regeneration shields, you apply one of them each time the permanent would be destroyed. Only one will be consumed per destruction event, so you can create multiple shields and apply each of them over the course of the turn.
