Is there a rules change for the Mana pool going back down to zero at the end step or is that still in effect? And need a
Upwelling
or card similar to keep the Mana?
Even though the words “mana pool” have been removed from cards, the rules regarding losing mana remain the same - your mana pool still empties as steps and phases end (note: they empty as all steps and phases end, not just the end step). Cards like
Upwelling
still function as they always have.

’s current Gatherer rules text now reads: Players don't lose unspent mana as steps and phases end.
