Magnetic Web vs hex proof

In one of my newest decks i have the card Magnetic Web. My question is that can i use it against a hex proof creature like Silumgar, the Drifting Death and will the magnet counter stick to it?

Neither of the first two abilities of Magnetic Web target, so both of them will apply to Silumgar, the Drifting Death if it somehow has a magnet counter on it. The third ability does target, so it cannot target a hexproof creature an opponent controls.
