Lyzolda, the Blood Witch Settle and argument please..

Ok, so I looked Lyzolda, the Blood Witch up during a game of magic using guild decks and from what I could understand it seems as though you can cast her pay ability from hand without having to actually play her - like the bloodrush ability on cards like Skinbrand Goblin . What's more is when I tried researching it further, it say's pay abilities can be played at any time as long as it doesn't have the tap icon too. I so badly want this to be real but I'm fairly positive it's not because this would make so much stuff super OP.

Unless they say otherwise abilities on cards only function from the battlefield. Most of the time the wording of the ability implicitly indicates this. Such as cycling requiring you to discard the card (cards can only be discarded from hand) or storm triggering when you cast the spell (spells are always on the stack immediately after being cast). I actually can't think of an ability that explicitly says to activate only from another zone. The closest to explicitly stating it are stuff like Dread Wanderer that indicate that you return from the graveyard.

Lyzolda, the Blood Witch has none of these indicators and as such can only be activated from the battlefield.

Unless an ability refers to an specific zone, they can't be used unless the card is a permanent. This means they can only be used while on the board.
