If he is cast from my hand and they Remand back to my hand, do i still draw 4 cards?

Yes, you cast him and that is when the ability triggers.

Yes, Kozilek's ability triggers upon it being cast. It says nothing about it needing to resolve or that it triggers when it enters the battlefield.

Once an ability triggers or is activated, it exists independently of its source. Removing the source of the ability will not remove the ability itself.

In this case, we have an on-cast ability. This ability triggers when you cast Kozilek, Butcher of Truth , and it will resolve before Kozilek, Butcher of Truth itself resolves. It doesn't check whether Kozilek, Butcher of Truth is still on the stack or anything. The ability will resolve unless specifically countered or removed from the stack.

ok thankyou, was just wondering if with 18 mana open and 2 cards in hand are remand and kozilek if i'd be able to draw 9 cards with it and unlikely situation but a nice way to fill my hand

I'm assuming you also have Eye of Ugin in play since you said 18 mana open and not 22 mana open. Yes you could cast Kozilek, Remand him, and recast him drawing a total of 9 cards if you had the mana to do it.
