Knight of the Ebon Legion and Settle the Wreckage

We've got a timing issue.
My Opponent wants to pump Knight of the Ebon Legion during the combat damage step, then after that I want to play Settle the Wreckage
Is our timing off for either of these actions?
Just to clarify, attackers are declared, blockers are declared, then Knight of the Ebon Legion can be pumped, then Settle the Wreckage can be played in response.
The game moves to the combat step.

Yes, that would work. You could also do it in the declare attackers step, after attackers have been declared. Basically combat goes:
Beginning of combat step priority > Declare attackers > Priority > Declare blockers > Order blockers > Priority > Deal combat damage > Priority > End of combat step priority

You can do that but a player only gets priority in the combat damage step after damage has been dealt, so activating Knight of the Ebon Legion at that point won't cause it to deal any extra damage and Settle the Wreckage won't prevent any of the combat damage.
Edit: the last time you get priority before combat damage is dealt is in the declare blocker step, after blockers have been declared.
