Kazuul's toll collector+crackdown construct

I want to make a crackdown construct combo deck and I was wondering if Kazuul's Toll Collector combos with Crackdown Construct if you repeatedly fizzled it.

It gives the buff but how do you plan on "fizziling" it. You don't get to choose if you want to attach the equipment. You HAVE to if you can and you can only activate the ability at sorcery speed, so you can't stack a bunch of activations of it and can't do it during combat to hope to trick someone. Depending on the format there are better ways to do it though. Are you trying to make this a standard deck?

Yes, I wanted to make it standard but what I meant by fizzle is that could you activate it without any equipment on the battlefield.

You cannot activate the ability without any equipment. You need to be able to declare a legal target for the ability in order to activate it.

An ability "fizzles" when it tries to resolve but finds that it's predetermined target is no longer valid. In order for this to happen it needs to first be activated, which requires determining a valid target. You cannot activate the ability if you do not control any equipment. You may however activate the ability targeting an equipment already attached to the Kazuul's Toll Collector, so you can get an arbitrarily large Crackdown Construct with any single equipment on the battlefield, assuming your opponent has no responses.
