Is Xenagos, God of Revels a Creature spell when cast if your Devotion to Red/Green is less than 7?

I am working on my Through the forest and flames [HELP} red green dragon deck and i want to use Shaman of Forgotten Ways to cast Xenagos, God of Revels and usually i don't currently have enough devotion for him to be a creature once on the battlefield. Though he is still an Enchantment Creature spell so it should be allowed correct?

Secondly though i have played against a friend who runs Blue/Black and he has tried to counter it with a counter target non-creature spell. Does this work against Enchantment Creature spells even if it isn't a creature once on the battlefield?

Part 1: Xenagos, God of Revels is still a creature spell when he is in any zone but the battlefield, because his type-changing ability doesn't work except on the battlefield. That means he's a creature spell in your hand, a creature spell when cast, and a creature spell on the stack. Without enough devotion, he may enter the battlefield as a non-creature though (despite being a creature on the stack).

Part 2: Again Xenagos, God of Revels is a creature on the stack. He can't be countered by spell like Negate, even if he enters the battlefield as a non-creature. He can be countered by something like Remove Soul though.

In any zone besides on the battlefield Xenagos, God of Revels or any god are always enchantments and creatures, the devotion mechanic only modifies the card types when in play.

Also in terms of a counterspell such as Negate it is an illegal target, on the stack Xenagos, God of Revels is a creature as well as an enchantments, thus not meeting the requirements of the counterspells to legally target.

@nobu_the_bard: A card is only a spell while it is on the stack. A card in any zone other than the battlefield or stack is simply a card.
