Is this lethal?

Cast Peer into the Abyss, targeting your opponent, while you have Underworld Dreams on the field?
I guess what I really want to know is will they lose half their life before or after the damage from Underworld Dreams.

Underworld Dreams will deal damage to them after Peer into the Abyss resolves. The damage from Dreams is caused by its triggered ability. While Dreams will trigger when they draw a card, the trigger isn't put onto the stack to resolve until after Peer has resolved.

In most games, that will be lethal. If your opponent has gained a lot of life or their library is really small, then no. Roughly speaking, if their life total is less than the number of cards in their library, they will lose the game.
