I use Shaman of the Forgotten Ways formidable ability, then while on the stack I cast Fated Retribution. Does this result in a draw?

Yes. Everyone will be set to 0 life, then because state-based actions are checked and executed simultaneously, everyone will lose the game at the same time. Congratulations on your 18 mana, by the way.
