Is Soul of the Harvest standard legal?

I have been looking for cards for various decks and I stumbled on Soul of the Harvest. I had the standard filter on gatherer.wizards.com and it came up. I clicked on the card and it came up saying that it is Standard legal. Did I miss something there? As far as I'm aware it is not standard legal. It is in the Welcome Deck 2016.

The Welcome Decks are promotional items meant to help introduce new players and potential players to the game. To avoid the issue of format-legality confusion for those players, the official policy is that anything appearing in a Welcome Deck is legal for Standard. There have been similar exceptions over the past few years. Notice how the collector number of the Magic Origins Terra Stomper is "288/272". It doesn't actually appear in Origins booster packs. Rather, it's only available in the Origins revision of the Deckbuilder's Toolkit.
