Hexproof only prevents the creature from being targeted by spells and abilities controlled by your opponents.

An existing enchantment on a creature is just attached to it, it only targeted one time, as the spell was being cast. Hexproof won't do anything to any auras, equipment, etc already attached to a creature.

You are incorrect.

Since Soul Tithe only targets when it is on the stack and since after it resolves it no longer targeting the creature but is instead part of the creature, giving the creature Alpha Authority would not do anything to the enchantment. Soul Tithe would still stay on the creature and its effect would still happen.
