Is Goblin Artisans ability considered to be a countering a spell?

Goblin Artisans gives you the chance to draw a card if you use it on an artifact spell but if it fails it will counter that artifact spell.

So what happens if Insist was played first or Gaea's Herald was on the field?

It will try to counter it, but won't be able to. Same as if I try to Cancel your creature spell when you have Gaea's Herald. My Cancel (or the Artisan's ability) will resolve as normal -- as far as they're concerned, they've done their job -- but the spell won't actually be countered, because "can't" always trumps "can".
