Is an emblem a permanent?

For example, the emblem created by Sorin, Solemn Visitor, and therefore be exiled or destroyed by cards that target permanents? Perilous Vault.

No. Currently, there is no way to deal with emblems.

Emblems exist outside the game, and thus cannot be affected by spells or abilities that affect objects inside the game. The only way to get rid of an emblem is to restart the game, either by one person losing or with an effect like Karn Liberated's ultimate.

Isn't any card that stays on the field a permanent? Or are emblems a exception to that?

Emblems only have cards to have a physical reminder to both players what effects are in play at any given time. The fact that it has a card does not go against the official MTG rule that an emblem is not a permanent.

Emblems do not exist on the battlefield; they exist in the command zone. Only cards and tokens which are on the battlefield can be permanents; since the emblem is not on the battlefield, it is not a permanent.

Can there be two of the same emblem in the command zone,and does that double the effect if possible, (in some cases I know double emblems would do nothing) Sorin, Solemn Visitor oppenent sacrifices two creatures if there are two emblems?

Yes. Each emblem would trigger separately.
