Would Mirage Mirror and Combat Celebrant create infinite combat phases?

But according to the rules of Exert:

701.38b A permanent can be exerted even if it’s not tapped or has already been exerted in a turn. If you exert a permanent more than once before your next untap step, each effect causing it not to untap expires during the same untap step.

No, zane is right. The card specifically states you can't exert it. However Helm of the Host does go infinite. (With so many things)

To build off zaneanderman’s correct answer, and Flooremoji’s follow-up, here is the rule showing why 701.38b does not control:

101.1. Whenever a card’s text directly contradicts these rules, the card takes precedence. The card overrides only the rule that applies to that specific situation. The only exception is that a player can concede the game at any time (see rule 104.3a).
