If my general has no colorless mana in his color identity, can I include Wastes in the same deck with the aforesaid general?

I didn't know if I could use both Animar, Soul of Elements and Wastes when playing Commander, since the aforesaid general has no colorless mana in his color identity.

Wastes has no color identity, so it can be included in any deck of any color combinations. It's equivalent to adding an artifact like Elixir of Immortality into any deck with any color combination.
