If I play Displace, can I target the same creature twice?

If I were to play Displace on a card with an ETB effect could I have both targets be the same creature one after the other, making the effect activate twice? If not, is there a card that could achieve this?

No. Displace can target one creature or two separate creatures (or none). There is no card that can achieve this in one effect. Eldrazi Displacer is an example of one that can do it after multiple activations, though.

Also note that triggered abilities trigger, they aren't activated.

As others have said, no, but it can be achieved through Deadeye Navigator, though you will need a mana engine to make it work so you may need something like Peregrine Drake on the field also.
