If I pay buyback on a card cast with As Foretold, does it cost 0?

No, you'll still have to pay the buyback cost.

A card's "mana cost" is specifically the symbols printed in the upper-right corner. That's the only part of the spell's total cost that As Foretold will replace with . You still have to pay for everything else.

From the Gatherer rulings:

4/18/2017 If you cast a card for an alternative cost of 0, you can’t pay any other alternative costs, such as emerge costs. You can, however, pay additional costs. If the card has any mandatory additional costs, such as that of Tormenting Voice, you must pay those to cast the card.

Buyback is an additional cost, and is thus not covered by As Foretold's cost replacement, and you would have to sacrifice three island's every time in order to pay for the Buyback cost.

To make the combo work, you'd need a host of other cards, such as 2x Exploration and a Crucible of Worlds.
