If I have a free sac outlet, Scrap Trawler, and a 0 mana artifact on the field, does that produce an infinite loop?

If I have a free sac outlet, Scrap Trawler, and a 0 mana artifact on the field does it produce an infinite loop where I can constantly sac it, replay it with trawler over and over again?Do I have to have another 0 mana artifact in the graveyard for it too work? I'm crafting a deck and want to see if this works before I commit to it.
No. Scrap Trawler's triggered ability allows you to return an artifact with a lesser converted mana cost. 0 is not less than 0, so it would not be a valid target for the trigger.

No, but if you want to close the loop use Teshar, Ancestor's Apostle
With a sac outlet, sacrifice your 0 CMC artifact then the Trawler. With Trawler's ability grab the 0 CMC, cast it and use Teshar to grab the Trawler. Rinse and repeat.

Scrap Trawler's ability requires that the target to be returned have a lower CMC than the card that triggered the ability. is equal to , not less, so an artifact with CMC of 0 would not be able to return anything with Scrap Trawler's ability.
