If I copy a dragon with Clever Impersonator and I cast Silumgar's Scorn would I be controlling a dragon?

Yes. Clever Impersonator would copy all of the dragon's printed attributes. If he entered as a copy of Shivan Dragon for example: he has a CMC of 6, is a red creature, and has the Dragon creature type, among other copied attributes.
