If Godo, Bandit Warlord is blinked on second combat, does he give another combat phase?

If I attack with Godo, Bandit Warlord and before I attack again, I blink him and give him haste, will the second combat count as his first combat granting another combat phase?

Yes. The Godo that returns to the battlefield from exile is treated as a different game object from the Godo that left the battlefield. If you can get it to attack this turn, it will be the "first" time.

Yes. Any time an object changes zones, it becomes a new object with no relation to its previous iterations in any zones. The Godo, Bandit Warlord that reenters the battlefield will not remember attacking as a previous iteration, so the next time it attacks will be the first time that particular instance of Godo, Bandit Warlord will have attacked that turn. Its ability will trigger accordingly.
