If I control a Silverfur Partisan and then I cast Seeds of Strength, does the multiple targeting make it "become a target" three times? Do I get three wolves or one?

You will only get one Wolf, as it is still a single instant targetting a single Wolf/Werewolf. However, if you target three Wolves and/or Werewolves, you can get three tokens from one spell.
