How Does Vexing Devil Work With Panharmonicon?

If I had a Panharmonicon on the battlefield, and then I played a Vexing Devil, what would happen?

The trigger gets doubled. So your opponents will get an opportunity to pay 4 life. If they do you sacrifice Vexing Devil. Then, regardless of if anyone paid life the first time or not, your opponents will get the chance to pay 4 life. If they do you will sacrifice Vexing Devil. If Vexing Devil was already sacrificed them paying life to the second trigger obviously won't accomplish anything, but they can if they want.
