How does Dragon Throne of Tarkir count a creatures power?

For example, let's say I equip Dragon Throne of Tarkir to a 1/1. Then I buff that same creature with Goblin War Paint. Does Throne only buff the rest of my creatures by the base power of the creature it's equipped to, or does it use the current power at the time the ability is activated?

From Gatherer:

9/20/2014: The value of X is determined as the activated ability resolves.

  • If the equipped creature isnt on the battlefield at that time, use its power the last time it was on the battlefield to determine the value of X.
  • If that power was negative, other creatures you control will lose power and toughness.
  • For example, if the equipped creature was 2/2 and a spell gave it -5/-5 in response to Dragon Throne of Tarkirs activated ability, other creatures you control would get -3/-3 until end of turn.

It uses the current power. Cards that care about a creature's natural power will explicitly ask about its "base power", which Dragon Throne of Tarkir does not.

So if your Raging Goblin is wearing some Goblin War Paint, it will give each creature +3/+3.
