How does Celestial Dawn interact with non-white commanders?

Text in question: All colored mana symbols in all costs on all of these cards and permanents are White.

So, if I was running Zedruu, would I have to float the blue and red before casting Celestial Dawn in order to have the mana to donate it? And if so, would donating it to a non-white commander effectively turn in into a mono-white creature?

You would not have to float any kind of mana beforehand, because of the third ability of Celestial Dawn. It lets you spend white mana as if it were mana of any color, allowing it to work as such.

As far as permanents go, Celestial Dawn only affects permanents you control, so once a permanent leaves your control it will revert to its original color, unless it is in any zone but the battlefield.

Though if you donated Celestial Dawn itself, your permanents would revert to their original colors and the receiver would have the effects. This would make their commander a white creature and their lands only tap for white, but since the new rules on making colors outside of your identity allow you to keep colored mana, it would really have no effect other than making all of their stuff white and easier to cast, while also turning their lands into Plains to shut off problematic abilities (such as, say, Maze of Ith or Academy Ruins).

Floating the mana ahead of time is also a bad idea, because the red and blue mana could only be spent as colorless, you'd need three white mana to activate the ability.
