So basically, I am wondering that when Harbinger of Night triggers, will the snakes I get be able to attack this turn?

They won't be able to attack.
Unless it has haste, a creature will have "summoning sickness" if you haven't controlled it continuously since the beginning of your most recent turn (including the current one). This means you have to have controlled the creature right as your Untap step began. Upkeep happens after Untap, so you haven't controlled the Snake tokens long enough.
