How do activated abilities and cards that exchange control interact?

If for example I have Vedalken Orrery and [Merfolk Looter]] on the battlefield and Harmless Offering in my hand,and I activate Merfolk Looter 's ability,maintain priority and cast Harmless Offering on it targeting one of my opponents,will me or them get to draw a card and then discard a card?

You will be the one to draw and discard. An activated ability on the stack is a separate object from whatever generated it. In your example, changing control of Merfolk Looter doesn't change control of the activated ability that you put onto the stack. You still control that instance of the ability as it resolves.
