Hope of Ghirapur's ability and Disallow

I have a question regarding this interaction. If I am dealt damage, then my opponent sacrifices the artifact, but I Disallow the ability, could he/she then bring it back with Renegade Rallier, sacrifice it and prevent me from casting non creature spells?

I believe it would not work, as it is a new instance of the card that did not deal me damage.

You would be correct - your opponent could return the creature to the battlefield, but they won't even be able to activate the ability (meaning they won't be allowed to sacrifice the Thopter), because there won't be a legal target for it at that point, since that specific object hasn't dealt combat damage to any player.
