Heroic Triggers

If I were to play a card such as Dictate of Heliod or Righteous Charge that state "Creatures you control get + X/X", would that trigger a Heroic card or would said Heroic card just get the "+ X/X" and no heroic?? Thanks for the help.

A spell only targets if it specifically uses the word "target" somewhere in its rules text (for Auras, the word is packed into the full text of the "Enchant NN" keyword ability). Your examples don't target, so they don't trigger Heroic abilities.
