Help with EDH rules

So am playing EDH with a friend and his commander is in play. I use Necromantic Selection to clear the field. Do I get his commander or does he get the option to send his general to the command zone before ever touching the graveyard?

He has the choice to replace the event of his commander dying with sending it to the command zone instead. If he does so, his commander will not have died (which means it never went to the graveyard) and will therefore not be a valid choice for Necromantic Selection.
