Hall of Heliod's Generosity + Decree of Silence

Can I stack the trigger this way?

  1. Cycle Decree of Silence
  2. With draw trigger on the stack, activate Hall of Heliod's Generosity to put Decree of Silence on top of library
  3. Let draw trigger resolve and draws Decree of Silence

This is assuming that Decree of Silence goes to the graveyard first before the draw happens.

Yes, that works.

In the detailed rules for cycling, discarding the card is part of the cost to activate the ability (see the reminder text on something like Forgotten Cave). The card will already be in the graveyard at the time players are given a chance to respond to the ability before the draw happens.

Yes, you can do that.

You pay the costs of abilities before their effect resolves, and you have a chance to respond to things during this point. So after you pay the cost of discarding Decree of Silence , but before you draw a card from its cycling ability, you can activate Hall of Heliod's Generosity to put it back on top before you draw.
