Gideon Jura Abilities Clarification

Since the third ability of Gideon Jura costs 0 loyalty counters to activate, could it then be activated at any time, or would it still fall under the ruling of "only any time you can cast a sorcery"?
I ask this because I feel that his first and third abilities would pair together nicely, except his third ability lasts only until the end of the turn on which it was activated.

Planeswalker abilities are always restricted to sorcery speed unless you have an effect that states otherwise. The cost of an ability never has an effect on the timing of it.
The only effect that will allow you to use planeswalker abilities at instant speed is the emblem from Teferi, Temporal Archmage.
