Can you bring geralf's masterpiece back from the graveyard during your opponents turn. Also does it count as a cast or ability?

Skaab Ruinator says cast so I'm assuming its different and can only be on your main phase.

Geralf's Masterpiece can come back at any time because nowhere in the ability does it say that you cast it. Since there's no indication on timing restrictions, it happens at instant speed like most other abilities.

Skaab Ruinator says that you may cast it from your graveyard, so it follows the same timing restrictions as any other creature card without flash. It can only be cast during your main phase when the stack is empty.

Geralf's ability could be countered with cards like Stifle, but not with a regular Counterspell, no.
