If Garruk Relentless  Flip dies does he still transform

I would say yes, as his ability would trigger as soon as he has fewer than 2 loyalty counters on him, and state-based actions aren't checked until after an ability has finished resolving. So the trigger would go on the stack, and assuming it resolves, he flips, then SBA's are checked and because he has 0 loyalty, he is put into the graveyard as a result of SBA's.

Or am I wrong?

State board actions are checked any time a player would receive priority.
The ability would trigger, then state board actions will put him in the graveyard and the ability fizzles because he doesn't exist anymore.

704.3. Whenever a player would get priority (see rule 116, "Timing and Priority"), the game checks for any of the listed conditions for state-based actions, then performs all applicable state-based actions simultaneously as a single event. If any state-based actions are performed as a result of a check, the check is repeated; otherwise all triggered abilities that are waiting to be put on the stack are put on the stack, then the check is repeated. Once no more state-based actions have been performed as the result of a check and no triggered abilities are waiting to be put on the stack, the appropriate player gets priority. This process also occurs during the cleanup step (see rule 514), except that if no state-based actions are performed as the result of the step's first check and no triggered abilities are waiting to be put on the stack, then no player gets priority and the step ends.

Might of been a little hasty to sum that up.
Pretty much Garruk wont flip because he'll be put into the graveyard before his ability resolves. He'll be dealt damage, loyalty counters will be removed and his ability will trigger, but state based actions will throw him in the graveyard before he has a chance to transform. Even if he did transform he'd have 0 loyalty counters on him and would be put in the graveyard anyway.

Rule 704.3 is there to prove that state based actions are checked before Garruk's ability can resolve.
Rule 704.5i "If a planeswalker has loyalty 0, it's put into its owner's graveyard." is the action that puts him in the graveyard.

Note that the triggered ability won't even be put onto the stack until after state-based actions are performed. The ability will not fizzle, as fizzling refers to being countered by the game rules for having no remaining legal targets (Garruk Relentless  Flip's first ability doesn't target anything). It will merely resolve and do nothing because the object it would affect is no longer in the zone it's expected to be in.

Also, @canterlotguardian: regardless of whether Garruk Relentless  Flip dropped to zero loyalty counters as a result of combat or the resolution of a spell or ability, state-based actions will still be checked after that event and at each priority pass before the ability would resolve. The ability doesn't just trigger, hit the stack, and resolve immediately.
