From the Ashes + Leonin Arbiter

If I Have Leonin Arbiter in play and I cast From the Ashes and one of my opponents has no mana available to pay the search fee, are they allowed to fetch their basic lands?

They cannot. Leonin Arbiter prevents all forms of searching the library, regardless of what source instructed the player to search.
