Does devoid make the color identity of a card colorless? For example could a Mist Intruder be in a green commander deck? I know it would be nearly impossible to play but this is just an example.

In terms of identifying the color of a card for commander/EDH purposes, devoid does nothing to alter the color identity.

702.113a Devoid is a characteristic-defining ability. Devoid means This object is colorless. This ability functions everywhere, even outside the game. See rule 604.3.
...It does not affect the rules for putting it in a commander deck.
903.4. The Commander variant uses color identity to determine what cards can be in a deck with a certain commander. The color identity of a card is the color or colors of any mana symbols in that cards mana cost or rules text, plus any colors defined by its characteristic-defining abilities (see rule 604.3) or color indicator (see rule 204).
Note: the end part, the part underlined specifies any colors that are in a characteristic defining ability (See Pact of Negation), and not the lack of colors.

Doesnt it saysomewhere in the rules though that if a card conflicts eith the rules do what the card says. Thats why its possible to have more than 4 of those one creatures in a deck that have that written on them? And devoid even says the card is colorless not the spell when cast

It is implied, but in the sense of Commander rules, every symbol: that is found on the card itself count to the color identity. No rule or ability supersedes this.

@_-Orvos-_: Yes, there is a rule saying that, but it doesn't apply in this situation. Color identity is determined by mana symbols, color indicator symbols, and colors defined by characteristic-defining abilities. Devoid doesn't change mana or color indicator symbols, and it doesn't define a color (colorless isn't a color). This means it doesn't affect color identity.

Even if you convinced your playgroup to allow devoid cards to fit into mismatched decks, how would you cast them? A mono black edh deck cannot produce blue mana in any way, so you would be attempting to cheat them out with grave shenanigans etc.

Like i said ot was an example. And a black deck would be the easiest way to do it. ;)

No, the color of a card is only part of the color identity. The casting cost, and any color in the text (besides reminder text) are included in the color identity.
