Flickering Ramos?

If I cast a flicker card like Cloudshift on Ramos, Dragon Engine will I be able to use its ability again? I know it will get rid of the counters but if I get them back can I use it again?

Yes you can still use his ability, Ramos will loose all counters and he comes in as if a newly summoned Ramos along with summoning sickness.

400.7. An object that moves from one zone to another becomes a new object with no memory of, or relation to, its previous existence.
