Fist of Suns and effects like "Overload"

If I have Fist of Suns on the field and I want to overload Cyclonic Rift can I use Fist of Suns to cast the overload effect for only 5 mana instead of 7? (obviously still for one mana of every color).

Short answer: No.

Long Answer:
Fist of Suns says you may pay WUBRG rather than pay the Mana cost of a spell, the overload cost is Not the mana cost of the spell so you cant pay WUBRG to cast if for overload. The mana cost for Cyclonic Rift is 1U
Overload means : "You may choose to pay [cost] rather than pay this spell's mana cost" and "If you chose to pay this spell's overload cost, change its text by replacing all instances of the word 'target' with the word 'each.".

Sorry to ask a second question on the same thread, but is summoning a Commander considered an alternative casting cost? If not does that mean that Fist of Suns can be used to cast a commander for 5 mana every time from the command zone?

no summoning a commander is not using an alternate casting cost. Same as cards that say they can be cast from the grave without giving a different casting cost. But you would sill have to pay the extra 2 for each time previously cast from the command zone.

Just so you have a better handle on the situation:

The cost you pay to cast a spell is calculated using a formula:
Cost = [mana cost OR alternate cost] + [additional and increased costs] - [cost reductions]

Fist of Suns creates an alternate casting cost. Overload is also an alternate casting cost, so if you want to overload a spell, you must choose that alternate cost. You may only choose one alternate cost or the spell's mana cost.

The "commander tax" is not an alternate cost; it's an additional cost. Therefore, choosing an alternate cost doesn't get around the commander tax. You can, however, reduce the amount you actually pay for the commander tax by using cost reduction effects such as Heartless Summoning.
