If I control Notion Thief when Fevered Visions triggers on my opponents turn do they still take damage even though I stole their draw?

Yes - Notion Thief replaces the draw, but not the rest of the ability. Since drawing a card isn't a condition to being dealt damage, they will get dealt damage if they have four or more cards in hand.
