Eye of Ugin Ghost Quarter Priority

If I am on lantern control and I open with Ghost Quarter and
pass the turn, and my opponent is on eldrazi and opens with Eye of Ugin, do I gain priority and can destroy the eye, or is my opponent able to cast an Eldrazi Mimic?

Based on my current understanding, priority is not passed when a state based affect is reached. so my opponent should be able to play the mimic. But a friend of mine told me I should have quartered the eye before he cast mimic, but I thought I didnt have priority. Who is right? Thank you!

You are right. Playing a land does not use the stack and you cannot act on an opponents turn until you receive priority

As stated, playing a land for the turn is a special action that doesn't use the stack and cannot be responded to.

Mana abilities similarly do not use the stack and cannot be responded to, so when he taps it for mana you cannot respond.

The active player has priority at the beginning of phases and steps, and priority is not passed until an action he controls goes on to the stack (i.e. Spells or abilities), or he/she passes in order to change step/phase.

The earliest time you can activate your Ghost Quarter to destroy his land is when he puts Eldrazi Mimic on the stack.
